After upgrade to 8.1 I get "No connection could be made because the target machine actively refused it." error

I run a local Apache server to allow me to test a website I maintain. The site has been running perfectly ok for the last 6 months on Windows 8. I updated to 8.1 this morning and now when I try and access the site's home page I get:

No connection could be made because the target machine actively refused it

Obviously the 8.1 install has changed some settings somewhere. Can you suggest where I should start looking. I checked my NAV firewall and it looks as if Apache is not blocked.

Is the Windows Firewall also enabled? Did you add exceptions to that for Apache?
